The Estuary Program entered into a cooperative agreement with the U.S. Fish and Wildlife Service to perform the inventory of coastal habitats with technical support from the University of Massachusetts-Natural Resources Assessment Group. The Estuary Program also formed a partnership with the University of Rhode Island-Environmental Data Center to perform geographic information system (GIS) services.

Ralph Tiner was project officer for the U.S. Fish and Wildlife Service, Regional Wetland Coordinator. Gabrial D’Alessio, U.S. Fish and Wildlife Service provided technical assistance.

Helen Cottrell, under the direction of Richard Ribb, Director, served as project officer for the Narragansett Bay Estuary Program, secured grant funding, coordinated the aerial over flight, provided project oversight, and reviewed draft maps and project reports.

Irene Huber and Todd Nuerminger, from the University of Massachusetts, Natural Resources Assessment Group, under the direction of Dr. Peter Veneman, performed the original photo-interpretation and cartographic work, data quality control, and prepared the final report. Additional support was provided by Mary Johnson, graduate student at the University of Massachusetts, and Meagan Shaffer, Natural Resources Assessment Group.

Aimee Mandeville of the University of Rhode Island, Environmental Data Center, created the GIS database, maps, statistical summaries and tables, and assisted with project coordination.
Steve Granger and Benjamin Allen, URI-Graduate School of Oceanography assisted with planning the aerial overflight and reviewed draft maps. Walley Fulweiler and Mike Traber, URI Graduate School of Oceanography; Chris Powell, RIDEM Fish and Wildlife; and Andy Lipsky, Save The Bay reviewed the draft maps.

Jon Speaker and Tom Iarossi, RIDEM Water Resources-Shellfish Program; Officers Frances Ethier and Edward Cabral, RIDEM Enforcement; and Larry Constantine, Block Island Harbor Master, provided and operated boats to transport biologists into the field, and assisted with aquatic bed verification.
